Our State AG practice: Built from the inside out

Our practice was built by people who ran these offices, who set enforcement priorities, formed coalitions, and made the calls that move markets and shape policy. That perspective is the foundation of how we work.

Co-led by Karl Racine, former Attorney General of the District of Columbia, and Jason Downs, former Chief Deputy AG of the District of Columbia, our team brings firsthand knowledge of how State AG offices operate. With decades of litigation experience, they know how cases get opened, how they escalate, and how they get resolved, because they've been on the other side of that table.

That depth informs every engagement. We help clients understand not just the legal exposure in front of them, but the political and institutional dynamics driving enforcement decisions — who is building coalitions, what priorities are emerging, and where the pressure is likely to come from next. In an environment where a single-state inquiry can become a fifty-state action, that kind of intelligence is the difference between being reactive and being ready. Our edge isn't just experience. It's a perspective that can only come from the inside.

Our team delivers results

  • Obtained partial dismissal of case brought by District of Columbia Office of the Attorney General asserting consumer protection claims against financial technology company (press release here)
  • Successfully defended earned wage access provider EarnIn against the District of Columbia Office of Attorney General's application seeking an interlocutory appeal of the D.C. Superior Court’s dismissal of multiple counts in the Court of Appeals.
  • Obtained complete dismissal of D.C. Abuse, Neglect, and Financial Exploitation of Vulnerable Adults and Elderly Persons (FEVA) claims and partial dismissal of consumer protection claims brought by District of Columbia Office of Attorney General against cryptocurrency company
  • Represented an e-commerce platform in an investigation brought by the District of Columbia Office of the Attorney General.
  • Representing a health care company in an investigation brought by the New York Office of the Attorney General.
  • Securing a favorable MDL class action settlement for an automotive OEM targeted by state attorneys general, a federal government investigation, and more than 54 class actions.
  • Representing a pharmaceutical company in the Illinois Attorney General investigation of alleged violations at the company’s manufacturing facility; we secured closure of the matter with no action taken by the state.
  • Represented a major US proxy advisory firm in the financial services industry, on multiple inquiries from State AGs as well as Congressional leaders relating to ESG matters.
